These are probably 3rd instar larvae of Dicosmoecus gilvipes. The 4th instar larvae will be the round case made of sand grains.  In this picture: Caddisfly Species Dicosmoecus gilvipes (Giant Orange Sedge). From the Touchet River in Washington.
