I believe it to be the diabasia form of elegantula recently synonymized in Jeff's paper. It is reported in some popular angling texts as providing decent hatches in WI. The tufts on the 7th gills show the genus to be right. In the Midwest region*, elegantula (diabasia) can be differentiated from other species in the genus by the combined presence of dark lateral margins on the 8th and 9th sterna and the pair of pale submedian spots or streaks on the terga. To my knowledge, marginalis (in the different species group flavescens) is not known for WI. Flavescens has been found in WI but it has dark markings on the posterior of the 9th sternum, not laterally, and the rest of the sterna lack dark markings.

Pale Evening Dun and Ginger Quill are common names for elegantula in the West. After the more common eastern species were moved out of Heptagenia, anglers most often confuse the few taxa left with the Cahills from other genera (if and when they ever come across them). .

* Note: Using maculation characters for determining species in this genus (as with most) are generally unreliable beyond the regions where the published studies where done (see Webb, et al., '07). My comments are based on Flowers, The Heptageniidae of Wisconsin.

I was curious about it because of the markings on
the 8-9th are so similar to my marginalis.
